How to make template page

This is probably a really basic question but I'm trying to put some content on a page generated by The Events Calendar (Tribe). It creates the page but doesn't show a title or sub-heading. I'm trying to create an Element to put after navigation/before the page content to mimic the rest of the site but every setting I try doesn't put it there. I am in Elements > Hook > that page I want is assigned as the location, All Users. But every choice I've tried for where it appears...it doesn't show up. I have a Page Title and then a classic paragraph block with the subheading in it. See coming soon get around link.

Also, I have a Stackable block I'd like to employ as the container for all pages. But I have the same problem. When I make a layout or hook, it ends up in the wrong place, I want to be able to enter the content into it on all pages. It's a Stackable block with an outline.
