How to create top bar CTA button

Hello.

I am using the catalyst demo theme.

I don't seem to have the top bar call to action button it shows in the library. Not sure if it's something I have touched.

Where do I go to put one on my site. Do I have to use code or is it a widget?

Please advise.

With this as the HTML content:
<p class="topbar-text">Top Bar Call to Action <a class="button topbar" href="#">Click Here</a></p>
