How to change: default comment text: You must log in to post a comment

Cant find it in functions.php or comments.php

I did Leo, did not work. As a test I added the work "must", so it should now say:
You must must log in to post a comment.

Just curious, why wouldn't it to work in functions.php?
So I activated CS's, created new snip, gave it a title, used Run Everywhere sett, saved it , and no joy.
I tested with an "incognito window" also.
