Hooks Module Missing in Latest Install?

Hey Guys-

I am working on a new site at the moment and just realized that the Hooks module doesn't appear as an option in the settings menu. That is usually where I insert any tracking scripts.

I checked my other installs of GP to make sure the versions are all the same (which they are) and the Hooks module still shows on those sites.

What am I missing? Where did it go?
