Hook divs inconsisent responsive appearance

I made a hook, just a basic one with two divs inside a flex container with a one pix border outline. The settings for the hook were "header" (without disabling site header) and the navigation is set to "float right". The Page Hero has "no merge" for all responsive settings. These hook divs appear under the navigation in Desktop mode, but in Mobile mode, they appear above the navigation. How can I make it so the flex container and its divs appear under the navigation in mobile mode?

The after-head puts the divs below the graphic. I need it on top of the graphic. I put the link in the private url field.
Try using the after_header hook with priority set to 1.
