Hide Navigation if empty

Hi there,
I want to hide the main navigation, when its empty. Background: I want to have specific "product menues" (main navigations) on specific pages (already installed the Plugin Conditional Menus).
I searched for a solution and came across "fallback_cb" "false", but in my case I would prefer not to edit the theme and the core menu function.
Is there an easier solution to do so? Perhaps with a Code Snippet?

How could I manage to have the Secondary Navigation under the green Site Header Block I made with the Layouter.
