You are referring to Content Title I assume?

If so you can use Layout Element:

And select Entire Site in Display Rule.

did it,right under the menu empty frame.

There is supposed to be content inside the container. It should look normal if you just add some content in there.

So you just want the main menu then footer widgets after that?

If so do you want that on every page or just home page?
