Header Image Not Showing

Hi
I have a number of Element headers and and a number of rules and all those pages are working OK.
I created a new header called "Landing Page" and linked it to one page with a featured image but the header is not showing (see included link). The element is set to use the featured image.
Please note that, I have another header element that is set to all pages in the display rules section. Could it be conflicting with this element? (The About page currently uses its own element without issue)
Update:
I removed the all-page display for another element. This has helped because the logo added in the new header is no showing. However, the featured image is still not showing.

Is there any content for that page hero?
If not can you add some <!--HTML Comment--> in it?
Make sure to clear your caching plugin as well :)
