Header elements

Is the order important for the Header Elements? I do not have an exclusion for Header3, but it is still visible.
Hi there,
the current priority is the 'oldest' header wins. So it looks like header3 was created before the others.
Okay, so if I start with the Frontpage header, and then a header for page2, then I can put the following header on the complete site without exclusions?
That's correct, but it's always best to exclude where there are display rules that conflict.
Tom is looking into a better priority method where specific page / posts overwrite rules with a wider scope. But its not simple....
