Header and Navigation Question

In customizer, I can set a navigation logo. And on same place, I can set, if the navigation should be above or below the header. But what, if i have no header? Should the header then be deletet? And if so, how to do it?

you can use Layout Element to disable the header across the entire site.

Make sure the navigation is set to above or below the header.
