Google Tag Manager Problems

Hello,
I'm having some difficulties with Google Tag Manager. I have followed the instructions and it seems to be working but just partly.
For example, the tag fires on https://moneyedmedia.com/contact - but it does not always fire on the https://moneyedmedia.com/ main page, only sometimes.
When I use GTM legacy tool it shows green that it's working and says:

Multiple installations of Global site tag (gtag.js) detected
Multiple installations of Google Tag Manager detected
Hi there,
i am seeing analytics codes. 2 of which are in the head - which may cause some problems.
How are you adding the GTM codes to the site?

From what I can see I only have one, but yes, when I use the tool it says two.
I used the elements function to add one called GTM footer and one called GTM head.

Do you have any other analytics plugins or applications that were used for adding scripts ? As i can see the two hooked in scripts, but in addition to that there is a request for a gtag.js file, thats getting called high up in the <head> of the site.
Nope, only the elements.
I tried unpublishing the elements by moving them from published to draft, then both were gone.
Now when I republished it I can only see one.
However, still having issues with GTM on the homepage.
It's set to Entire Site but it doesn't always show on the entire site.
Can you temporarily disable the Elements, you can select them both, Quick Edit ( under bulk options ) and change the Status to Draft.

Now it's done, sorry about that.
Not seeing them yet - do you have any plugin or server caches enabled that need clearing ?
Hummingbird Pro, I tried the cache thing and now it seems to be working, can you double-check?
Ok so now i am seeing them, and the same codes are loading on Home and Contact page. So there should be no issue with them working in the same way. May have just been the cached needed clearing.
