Featured image in a Block Element on the blog page

I am working on a design using the Block Element to create the header on all my pages. The parent container has the background image set to the featured image of the page. I have followed the tutorial videos on this and it looks exactly as expected on all the pages except the page serving as the blog archive.
I've tried everything I can think of, but no combination gets it to work correctly. When I select "Blog" in the location box, the Block Element displays, but the featured image is pulled from the most recent post, not the featured image added to the page hosting the blog.
I suppose I could just create another Block Element specifically for the blog page, but I was hoping that we could switch out the images from time to time simply by changing the featured image. That way other site managers won't have to go into the Elements panel at all.

Hi Dave,
If a static page is turned into WordPress' Blog index page (on Settings > Reading > Your homepage displays) it loses its functions as a page. Meaning whatever was assigned to it when it was a static page is disregarded. This is why the dynamic featured image isn't working.
If I may suggest:
Instead of setting a background image from a edit page's featured image, try creating a Block Element solely for the Blog index page and on the Container Block, instead of setting "featured image", set your custom image there.
