Feature request: Element (layout) - Display Rules - Mobile device

I'd love to see a Display rule if the page is being viewed on a mobile device. There's a awesome widget display plugin that does this.

I wonder how they achieve it (media queries or PHP).

Which layout setting would you want to set differently on mobile?

I'd like to see all the layout settings conditional upon the device (desktop, tablet, mobile).
