You should be able to achieve that layout with the GenerateBlocks.
If you want them to appear on every page then you can add them as a block hook element.

How about if i want to use them in posts to display notice or alerts ?. Can we not use custom css to achieve it ?.
You can certainly use CSS but using blocks as suggested above is the easiest method without any coding.
Thanks Leo. So I can use the blocks in post right ?. I thought blocks were only for pages.
The Gutenberg/block editor is now the default WordPress editor so yes you can use them in posts and pages.

One last question. I use GPBlocks pro and can i use them inside posts as well ?. Will this cause a loading issue on post ?.
You can use GB anywhere that uses the block editor :)
