Excerpt word count is not settable for archive lists

The excerpt showing up per blog post in my archives list appears to be the first paragraph of the post. However, I would've expected the settings in Customize->Layout->Blog to adjust this, but it unfortunately doesn't. I'm using the Dispatch child theme.
How can I get the excerpt word count to work for blog posts in archive lists?
Hi there,
reasons why the cusomizer settings doesn't work is either a Manual Excerpt has been added in the post editor or there is a plugin / function that is changing its behaviour ( This Dispatch site didn't include either plugin or custom functions ... )
