Empty block?

Hi,
When you see the "+" icon within the page editor, does it signify an empty block, or just prompting you to add one?
The reason I ask, is If I add padding it corrects the spacing at the bottom, but I don't need to do anything at the top.
I've attached some screenshots so you can see what I mean.
