Elements not presenting responsively.

Hey team,
I have styled 3 'Block - Page Hero' Elements which look great on Desktop, but when I shrink down to Tablet and Mobile size, everything seems to fall apart.
I have used the Tablet and Mobile Block settings and in the Element Editors, they look perfect. The front end does not reflect what I see in the backend and it gets progressively worse as I shrink the browser window. Even the Black Background Color changes to white. The spacing is all wrong as well.
I am also finding that my row of Social Icons are not shrinking as the screen shrinks and once I get to the size of a small Tablet, they become a messy column? Again, in the Element editor, this does not happen?

Can you provide any mockup image of how you want it to be laid out on mobile tablet? So we have clear idea and reference to base on when tackling this. :D
