Elements Header on Blog page doesn't show up

FYI

i created again a new layout in "Elements" and deactivated the Navigation AND set the Display Rules on "Blog" and then the Navigation is gone also on the Frontpage ... ???

Sorry, but i don't get it ... this is just a mess...
