Elements Block type not showing

Hello,
I wanted to create custom footer.
I have tried create Block Element. But there is no Block type option to select it as hook.
I have checked in my two sites. Two site give the same issue.
Earlier I had two block items with hook type. They are working fine. But when I edit old block element, I don't see block type option.

Do New Block Elements work correctly ? Its just the old block element that does not ?
Old block is working correctly.
