Element Header sizing adjustment

I am trying to make my element header then same as the home page but it will not size appropriately. I have copied the exact same element settings and even tried using the same image as the the one on the homepage.
Why won't it adjust?
Hi there,
there is a difference in the bottom padding - one is set to 10% the other is 10px :)
