Duplicate Content Issue

Hi there,
I found page likes http://www.domain.com/page/2 also participated indexed by google and causes to duplicate meta title / desc with the front page ( data by search console ). I'm looking for some little information, and some suggested me to use function : is_paged () to prevent Googlebot indexing pagination. but i don't know how to use it.
Can you help me for this case ? Sorry if my question is somewhat different.

Have you considered using a plugin like Yoast SEO? They should handle things like meta titles etc.. on pagination pages.

Yes, i use free Yoast SEO, but as far as i know there is no feature to setup meta title / desc in pagination page, only in homepage, and automatically applies equally to pagination page.
So when all pagination indexed in serp like this https://bit.ly/2Aed3t6 automatically detected duplicate meta title / desc in Search Console.
How do you think about this https://bit.ly/2OgETYF ? What is the script function in the red box ?
