different navigation

Hi guys, what i am trying to do is have two differing "bottom:0" navigations which will alternate on different pages of the website. currently I am using the secondary navigation and also top bar with added widget navigation menu. I have attempted to style them the same at the bottom of the screen Then i have tried to use "disable element" for example on the pages i want to use secondary menu, i "disable top bar" on the page options in the dashboard area and vice versa when i want the top bar visible as the bottom menu.

But it doesn't seem to work.

Is this a bad way of trying to achieve this? is there a better method?
