Customizing Size of Client Portal Page for Mobile

Hi! I'm trying to figure out how I can scale my Client Portal page to fit mobile. When I open it on a mobile device, it can only be viewed fully by scrolling to the side. How do I scale/size it so it's centered and it fits the mobile size without scrolling? Your help it much appreacited! Here's a link so you know what I mean.

When I go in through the client portal, the sizing of the quotes page still has a side scroll though. Is there a way to make everything fit into the mobile version without a scroll, without having to enter css for each page?
