Custom layout content width

I'm using a custom layout element for certain pages on my site. Everything works as it should except for the content width. The width defaults to what's in the global customizer. I selected 'Default' and type in a custom value for Content Width. The page's meta boxes are all set to default. I did try to select 'Full Width' instead of Default for the Content Area of the layout. Then it works and sets the width to what I inputted. The only problem with that workaround is it removes the padding which I don't want.

Is this a bug or am I doing something wrong? Thanks!
