You'll have to hook in a separate social icons on the mobile devices using generate_inside_mobile_header hook.

Make sure the GB container you hook in has hide-on-desktop class so it only shows on mobile.

That's weird, inside_mobile_header should work.

Could you remove the Container which wraps the Buttons block in the block element and clear cache if you have cache plugin installed?

Set the priority of the block element to 1.
