Create and announcement bar, add margin beneath that and border on container

I'm converting this site from Genesis to GP and I'm trying to recreate the announcement bar at the very top of the page and then some margin beneath that and a border around the container. I've added the website I'm trying to convert in the website url text box on this topic. I've sent you my staging password and details in your account contact section.
