Cover backgrounds on pages

When I put a cover background on a page, it overrides the customizer. It won't even go away if I change themes. It will display over the top of the customizer background. It is screwing up my site and development. I have tried deactivating the generateblocks plugin and the premium plugin. It did not fix it. Some code has been misplaced and left behind by your software and needs to be identified and eliminated.
