Cost estimator - what's best way to integrate it ? Plugin or theme element ?

Hi again,
We have coded a cost estimator for our services in Javascript. It works well but it was designed for another system than wp, so now we are moving to wordpress we would like to do it in the best way.
An GP element ? A plugin to avoid update issues ? A widget ?

probably a plugin would be the best way to go it will make it easier to maintain your code.
