Cookie and GDPR compliant script

Instead of using a separate plugin for cookie acceptance and gdpr compliance, I would like a code where I can display the bottom banner with link to privacy page, accept and decline buttons. Is it not possible without using any plugin and be lightweight? I'm already using lot of plugins. A lightweight code would be doing good, just like the cookie notice plugins.

It should be possible but that'll take quite a lot of time to make. In a sense, it's like making a plugin from scratch. It's pretty much impractical knowing there are already existing plugins that are already optimized by dedicated developers with community feedbacks.
Not all plugins are bad. But the best way to know is to test them out. :)
