Child style.css only visible when logged in

Hi,
My site only shows the child css when I'm logged in.
This is confirmed when I use Chrome's dev tools sources tab.

Permissions seem ok as I can access the css file directly by giving the url.

Not sure if I fully understand but it doesn't sound like a theme-related issue to me.
CSS from the child theme should always be accessible using the developer tool. Sometimes the file path might be masked by a caching plugin or some sort.
