checkout main navigation is not sticky

the nav is sticking, its just that the page is too short, so there is nothing to scroll up passed the nav.

Hey I was able to replicate this issue on my install as well.

I've forward it to Tom to have a closer look at this.

Is the Distraction Free option turned on in Customize > Layout > WooCommerce? If so, it will disable the sticky navigation (as it's a distraction).
