Change "Hover" Color of Blog Post Title

I can’t create the blog post title hover color change functionality (e.g. title goes from black to blue for instance when title hovered over by user). See here for the inputs in GP plugin: https://ibb.co/5LJmQZ9
Moreover, the title hover color change is not working anywhere on the site.

that content is being generated by Elementor which is whats controlling the colors.

I used Elementor to create my two columns. That said, is everything within those two columns dictated by Elementor now?
That is correct. Elementor is overwriting GP's settings:
