Change color of site title

Is there a way to change the color of the site title?
Instead of black, I'd like it to be - #214e79
I can't seem to figure out how.

You can find it under " Appearance > Customize > Colors > Header Colors "
Apparently I hadn't activated my "colors" in my premium set yet, so there were no options - ugh!
