Can't see database icon for dynamic options

I'm using Catalyst. I think the database icon was there at some stage but I can't see it now. Have installed all updates and cleared cache.

The dynamic options will only show in an element which can be found and created at appearance > elements.
Can you confirm that the dynamic feature doesn't work in elements?

I created an element called Page layout, which I've used on a page. When I then add blocks, I don't see the database icon.

If I understand correctly, you created a Layout Element and implemented this on a page.
If so, doing so doesn’t make the dynamic options appear when editing a page.
As mentioned by Ying, Dynamic options("the database icon") only appear in Elements, specifically, Block Elements.

What you can do is to create a Block Element, and hook it to the specific page/pages you prefer.
