Can't get the Site Library to show

I keep getting the note: "No sites were found"
I've gone through the various things it suggests to correct this problem, however I still can't access the site library.

Hi Nathan,
Since there isn’t a block in place(checked with the Query Monitor plugin), it’s possible that ModSecurity is enabled on your server.
Can you ask your hosting to disable it while you use the Site Library? It can be turned back on once you’re done importing site template.

Hi, I've been in touch with my hosting provider and they have come back with this:
Can you please contact the plugin's support back and ask them to make sure that 91.208.99.2 is whitelisted on their end? That is our platform's IP, which is responsible for the outgoing connections made from websites. I believe that the plugin is attempting such a connection and that is why it is not working properly.
Are you able to look into this, I'm eager to get back up and running.
