Can't change backrounds

WE have a site that needed some adjustments over the weekend and while no changes have been made in a long time, we found that changing the backgrounds is not functioning in customizer. Namely the header section. While none of the section are able to put up the change background screen, the header is also missing the blue pen icon in customizer.

can you go into the Customizer - right click the screen and select Inspect. In the Console tab do you see any errors?
this is the only thing i'm finding related to the theme:

An iframe which has both allow-scripts and allow-same-origin for its sandbox attribute can remove its sandboxing. customize.php

Can you make sure you're using the latest version of GP Premium and GP?
generate-upload-control.js doesn't exist in that location.
