Can This Design be Made without Elementor?

Dear support,

I would like to know if I could build a site like below just using GeneratePress + GP Premium and maybe GenerateBlocks.
The reason is I like to say goodbye to page builders as it seems to lower my overall speed.

Here is a design I really like especially the rounded sections above and on the bottom of the homepage:

Can I make this without using a Page builder?
