Can I customize page 404 content with Elements?

Not just the layout, but the content of the page itself? I'd like to suggest some of the most-visited pages/categories and give contact info when people get a 404.
Hi there,
this plugin makes 404's real simple to replace:
https://wordpress.org/plugins/404page/
But you could use the Header or Hook Elements to add your own content to the page, and then hide the content area with some CSS.
