Beta Updates 1.7

Hello, I keep having trouble getting beta updates on my sites. Per what I have seen in this help forum, I have gone in and temporarily disabled the plugins to see if that would force an update and it didn't not seem to work. I also keep looking in the Update section versus the plugins themselves and I don't see it there either.
Is there a way to force this on a development site or to download the latest beta or release candidate?

I am still not receiving Beta updates, can you send me a link to rc.3? Is the full 1.7 version set for release on Monday?
