Best Way to Find Out What CSS Classes To Target?

How can I best figure out what css class I need to target for various parts of a website.
For example, I want to target the site title and menu text in a navigation-as-header (including the sticky version). How would I do this?
And for the future, what tool works well to figure these things out?
