Article site: Top header bar?

Hello,
With article site, would it be possible to add a sort of "top header" bar, similar to the "bottom footer copyright bar" because I need to add the site's full description there as it's impossible to include it at the main nav header.

UPDATE:
I managed to create an element for that but it always displays below the menu bar, even when using Navigation Location "above header". I left the location setting as "default" at site online as this how it works best but still below nav menu.

Just tried but it seems difficult to customize the background color, font, etc. to make it similar to the element below.
I tried with CSS to
.top-bar .inside-top-bar .widget
but no success.
Can you have a look online please?
