Appearance/Customize Screen Issue

This just started today
When I go to appearance/customize, my screen only displays the full size screen for about 3 seconds. Then it goes to this mini screen up at the top of the page. I can still edit the entire page, but I have to scroll up and down to view and to do any editing.
Any idea what is causing this? I have cleared cache several times, but its still doing it
