Announcement bar / Hook above Top bar

Hi there, we're using the top bar for a user menu. Now I want to add a temporary announcement bar above above the top bar. I tried the "above header" hook but it adds the text between the top bar and the header. Is there another hook or way to achieve this?

Try the before_header hook with priority 2.
