Animating left hand border upon vertical scroll for an unordered list

I'm wanting to replicate this animated green border for the unordered list that starts with "Assess the situation..." like on this test site:

Is that accomplished with just css? Or will I need a js library as outline in the following article?

I don't believe this can be achieved with just CSS.
