Admin Bar Hidden for contributors

I am stumped. I have a site nearing completion. For some strange reason the Admin bar on the front end is hidden for Contributors, Authors, and Subscribers. Mostly I need it NOT hidden for Contributors. I have deactivated all plugins and still, it won't show. I created a staging site for testing. ANy help would be appreciated.

If you go to the Edit User page, is the Show Toolbar when viewing site option checked?

Hmm any custom functions added?

I just created a contributor on my install and couldn't replicate the problem.

Does it happen with a default twenty-series theme as well?

If so you might need to bring it up with WordPress support:
