adding more footer bars

Hello, I am building the website for a 2019 Y Dream Home Lottery and have to have BCLC information bars on the bottom of the site. I am using GenPress for this year's site and am not sure how to add more footer bars. The old site was built using Toolset (bootstrap).
I am hoping you can give me some pointers. Unfortunately, I am on a tight deadline with this (not allowed to say when it launches). Your feedback is appreciated.
