Let's start with your first 2 instructions:

1.) – Create a new block element:

2.) In the Element type, select Hook.

In the Hook name, select before_header.

1.) I clicked the link read the instructions on how to create a new block element. It tells you to add a new element by SELECTING BLOCK.

2.) But in Instruction #2, you say to SELECT HOOK.
And in the Hook name, you say select before_header
I don't see that option; I only see generate_before_header

As you can see, there is conflicting information here.
Is it possible to talk to someone on the phone? If not, I'm giving up on this. Thank you for your help.

I explained in my previous post that you sent me conflicting information.

First you tell me to select a BLOCK element; then a HOOK element. It doesn't make sense. Maybe I'm too dense and I'm just not getting it.

I suspect if we did this together over the phone it could get straightened out in 3 minutes.

Please forward this to Tom. Or if phone support is impossible, let's just forget about it.

I discovered the problem.

When I created a block element, there was no box on the right side of the screen in which you could select an Element Type or Hook Name.

It was only until I clicked the "Gear" icon at the top of the page that the box was revealed.

This critical step needs to be communicated in the future.
