right to left blog smart quote

Hi, I have a blog in right to left language. I often use Double and single quotes in my blog posts. In English language opening single quote is ‘ with html code ‘ and closing single quote is ’ with html code ’. But in right to left languages i.e Arabic, Urdu, Persian it is opposite from English. in rtl languages opening single quote is ’ and closing single quote is ‘. Same is the case with Double quotes.
As my blog language is Urdu, I want to know is there a way other than putting html code in post editor, that theme can use correct single and double quotes??

That's an interesting question - the content itself is formatted by WordPress, not the theme. I would have thought that this would happen automatically if it's possible. It might be a good question for the WP.org forum?
Hello, I have a website in Arabic. RTL means writing from right to left. And I installed a template from the info library. But the upper menu has not been shifted to the left and the logo to the right.
I want to change it from LTR to RTL
