I think you might have some broken CSS somewhere.
CSS is tricky like that, if the syntax is broken somewhere, the rest of the CSS on the site won’t be read.
Try running your custom CSS through a validator: https://jigsaw.w3.org/css-validator/
You’re looking for errors, not warnings.
